The State Board of Agricultural Research and Education met in a special meeting at the State Capitol on January 5, 2016 at 10:00 AM in the Fort Totten Room. Board members in attendance were Mike Beltz, Mark Birdsall, Chris Boerboom, Tom Bodine for Doug Goehring, Ken Grafton, Lance Gulleson, Jerry Klein, Brian Leier, JoAnn Rodenbiker, Richard Roland, and Lyle Warner. Members Absent: Tracy Boe, Dean Bresciani, Keith Peltier, and Dean Wehri.

Chairman Beltz called the meeting to order at 10:03 AM, and introductions were made.

Extension Service Summary of input

Dr. Chris Boerboom led the board through a review of the list of Extension-related input taken by the Board during the listening session process. The I-3 Initiative was explained in more detail, and it was noted that subcommittee discussion on January 15 will give Extension feedback for discerning how to structure the initiatives. Board members asked for further clarification on various input items.

Agricultural Experiment Station Summary of input

Dr. Ken Grafton led the board through a review of the list of input related to the Agricultural Experiment Station taken by the Board during the listening session process. Repeat requests from previous years were noted where applicable. Some requests were not funded in the last legislative session, yet were still deemed important to initiatives supported by SBARE. Board members asked for further clarification on various input items.

Discussion

Discussion followed on whether the board should consider items that were not funded from the previous SBARE priority list as some represent important pieces in partially-funded initiatives. Chairman Beltz asked the Board if it is their wish to add those items to the current list for consideration and ranking. After discussion, members agreed to include these as line items on the ballot.

Tom Bodine shared a message from Agriculture Commissioner Doug Goehring that their office had received calls with feedback related to the requests for seed cleaning plants. Discussion followed and the feedback was duly noted as stakeholder input.

Chairman Beltz called on Dave Ruhland to explain the upcoming electronic voting process, and how members shall complete ballots. Voting members of SBARE had until noon on Friday, January 8 to submit their vote. Chairman Beltz noted that this list will be shared with members prior to the January 12 conference call meeting during which they will make the first cut in the list. Going forward, items above the cut line will be used in the development of the initiatives.

Chairman Beltz adjourned the meeting at 1:03 PM.
