The State Board of Agricultural Research and Education met at 9:30 a.m., January 31 in Loftsgard Hall on the NDSU campus. Members present were: Tom Archbold, Sharon Anderson, Ryan Brooks, Tim Bryan, Jerry Doan, Neal Fisher, Cole Gustafson, Jody Hauge, George Heller, Patricia Jensen, Burdell Johnson, and Phil Mason (for Roger Johnson).

Chairman Doan called the meeting to order. He noted there has been some concern about joint (NDSU and Dickinson State) agriculture programs and their effect on research budgets. Following discussion the consensus was for the chairman to send a letter to Chancellor Isaak and members of the State Board of Higher Education expressing the concerns and inviting the opportunity for discussion.

The minutes of the January 7 meeting were approved with one date correction noted.

Norman Haak, Mike Dwyer, and Dennis Wendel addressed SBARE on behalf of the Garrison Conservancy District. They urged SBARE members to be supportive and include funding for statewide irrigation research efforts considered to be an important part of the social and economic development of North Dakota.

Cole Gustafson and Sharon Anderson presented needs-based budget requests for the experiment station and extension service. Following discussion Ryan Brooks made a motion to support a 105.5% needs-based budget request for extension and a 106% needs-based budget request for the experiment station. Tim Bryan seconded the motion, which passed unanimously.

Moving on to discussion relating to extension and research initiatives, representatives were requested to briefly review the initiatives previously submitted for consideration and respond to any questions. They were also asked to help determine priorities within the initiatives.

Following extensive discussion and strategizing, the consensus of the board was to present a needs-based budget to the State Board of Higher Education and also submit extension and research requests for initiatives based on a total dollar amount.

Chairman Doan thanked the board members for their input and expressed appreciation for their efforts. NDSU ag administrators will work with the ag budget office to get presentation materials together for the February 17 budget proposal to the State Board of Higher Education.

Prior to adjournment, John Mittleider, Executive Administrator of the North Dakota Barley Council, requested SBARE support (in the form of a letter to congressional delegation) for additional resources for vacancies that have occurred in the Agricultural Research Service in Fargo. The scientists there work very closely with NDSU researchers and the impacts of their shortfalls also effect the state's research programs.

The meeting adjourned at 4:50 p.m.
