North Dakota NEAFCS Unofficial Meeting Minutes

The meeting was called to order by President Cindy Klapperich on January 25, 2021 at 1:30p.m. via Zoom.

 Attending: Ellen Bjelland, Amber Stockeland, Carrie Johnson, Christina Rittenbach, Courtney Hoikkala, Deb Lee, Donna Anderson, Erin Berentson, Holly Arnold, Jeanne Erickson, Julie Garden-Robinson, Karen Armstrong, Kari Helgoe, Katie Thompson, Kendra Metcalfe, Kimberly Hermanson, Nikki Johnson, Rita Ussatis, Ronda Gripentrog, Shaundra Ziemann-Bolinske, Susan Milender, Vanessa Hoines, Cindy Klapperich, Sara Laite

 C. Klapperich read the NEAFCS Creed.

 Secretary Report: S. Laite had reminded members to read the minutes of our last meeting online prior to the meeting. Motion to approve by R. Ussatis, seconded by C. Johnson. Motion carried.                                                        

 Treasurer Report: D. Anderson presented treasurer’s report. Checking account balance is $3,957.65. The Our Family Farm Fundraiser made $516. The 4-H Foundation account balance as of January 31, 2019 is $11,468.53.

 Committee Reports

 Awards/Recognition: C. Rittenbach reported National Awards Applications due Feb 15th. As of now, no one has submitted an application. She is willing to help if anyone has questions.                      

 Member Resources: K. Metcalfe reported having no report at this time.                           

 Public Affairs: E. Berentson reported that National Impact Statements are due Feb 1st. We have submitted four so far and plan to submit more (HDFS Impact Statement and another from Nicole Smith, NDSU Extension Community Health and Engagement Specialist). Please send Impact Statements to Erin by Thursday, January 28.            

 Professional Development: C. Hoikkala reported NEAFCS is looking for two people from each state to review proposals. There is a webinar training next week on how to review proposals. Deadline to submit proposals is January 31st. Webinars upcoming include one from our member, J. Garden-Robinson on 3/16/21 “Coffee Time: Exploring Health Benefits and Cautions”.

FCW Promotion: This position is currently vacant, so there was no report. However, member C. Johnson stated she is promoting FCW work to stakeholders and others.                              

 4-H Foundation: D. Lee reported she is in contact with Penny Dale and 4-H Foundation. Recommends NDEAFCS consider donating to foundation.                                      

 State Fair: E. Bjelland reported no state fair this year, so no report.

 C. Klapperich thanked K. Metcalfe for her work on the “I Can” project that NDEAFCS did just prior to the holidays.

Other Reports: Constitution/Bylaws Committee worked on proposed changes to constitution which were emailed to association members by C. Klapperich on 11/6/20 and again on 1/22/21.

 Unfinished Business:

 R. Ussatis and C. Klapperich discussed proposed changes to NEAFCS Constitution and answered questions from members.

 K. Thompson moved to accept revision date update, seconded by D. Lee. Motion carried.

 C. Rittenbach moved to accept changes for Article I (“hereinafter” instead of “here in after”) and Article II (“Community Wellness” instead of “Consumer Sciences”, addition of “NDSU” and deletion of “Service”). V. Hoines seconded. Motion carried.

 E. Bjelland moved to accept proposed changes to Article III, Section 1. R. Gripentrog seconded. After discussion, E. Bjelland withdrew motion.

S. Ziemann-Bolinske moved to accept changes to Article III, Section 1 (“Membership in this organization shall be active/affiliate and life, in conjunction with NDSU Equal Opportunity and Non-Discrimination policy. (NDSU Policy Manual Section 100)”). V. Hoines seconded. Motion carried.

R. Ussatis moved to accept Article III, Section 2 (“All NDSU Extension employees working in any capacity with FCW programming are eligible for active/affiliate membership.”) and Article III, Section 3 (“All former NDSU Extension Educators resigned or retired from positions of or affiliated with FCW programming of NDSU Extension are eligible for life membership.”) as written. E. Berentson seconded. Motion carried.

V. Hoines moved to delete Section 4 of Article III. R. Ussatis seconded. Secret ballot by ZOOM polling indicated 60.9% no and 39.1% yes; motion failed. Section 4 of Article III remains in the constitution as is.

D. Lee moved to accept Article IV, Section 1 as proposed (The officers of the Association shall be as follows: President, President Elect, Vice President, Secretary, Treasurer, Immediate Past President.) R. Gripentrog seconded. Motion carried.

No Changes to Articles V and VI.

NDEAFCS Strategic Plan/Onboarding (Vision and Sustainability for the Future) discussion was tabled at our last meeting. Members discussed possibility of having Marie Hvidston, NDSU Extension Rural Leadership Specialist, visit our organization to go through strategic planning. 

 New Business:

 V. Hoines commended committee Vice Presidents on their work.

 J. Garden-Robinson encouraged members to sign up to be a judge for awards. Affiliates can have one member receive Distinguished Service Award (DSA). Members D. Anderson and K. Armstrong qualify and could apply. Members should consider applying for Continued Excellence Award which requires 12 years membership, have received DSA, and attended at least 3 annual sessions. Member M. Hellandsaas qualifies.

 R. Ussatis announced there are open offices at the National Level. Deadline to put name forward for an office is May 1st.

 Discussion to donate to 4-H Foundation. D. Anderson read letter received from the 4-H Foundation. E. Bjelland moved to donate $250 to the 4-H Foundation on Giving Hearts Day knowing that it will be matched; R. Ussatis seconded; motion carried. Treasurer D. Anderson will take care of the donation.

Discussion on attendance at JCEP. In the past, President Elect has gone, but if unable, other board members have stepped up to attend. NEAFCS has sent people every other year.

JCEP ELT Conference:  February, 2021
