North Dakota NEAFCS Meeting Minutes*

Spring 2017

The meeting was called to order by President Julie Garden-Robinson on April 25, 2017, at 5:15 p.m. in the Hill Stem Center on the NDSU campus in Fargo, ND.

Attending: Ellen Bjelland, Rita Ussatis, Dena Kemmet, Shaundra Ziemann-Bolinske, Susan Milender Toppen, Deb Lee, Macine Lukach, Callie Johonson, Karen Armstrong, Kim Bushaw, Molly Soeby, Deb Gebeke, Christina Rittenbach, Brenda Landerud, Donna Anderson, Julie Garden-Robinson, Kari Helgoe

Guest: Amy Lick

Deb Gebeke shared that the 2017 Legislative session regarding NDSU Extension budget was finished. Quarterly Progress Report numbers showed strong numbers from agents working in the FCS areas.

SECRETARY REPORT: Motion (Rita Ussatis) to approve secretary’s report with corrections, seconded (Dena Kemmet)

TREASURER’S REPORT: Donna Anderson reported the checking account beginning balance (Sept. 24, 2016): $6,317.67. 4-H Foundation account balance (August 31, 2015): $11,361.30. Discrepancy on auction proceed amounts. Donna to investigate.


Awards/Recognition (Christina Rittenbach):

There were five applications for national awards submitted by North Dakota members. Christina hosted a Skype meeting explaining the awards application process. The Skype has been archived for future reference.

Member Resources (Ellen Bjelland):

Reported two retired members (Peggy Anderson and Lori Scharmer) retirement gift ($2/per year of membership) had been missed.

Public Affairs (Vanessa Hoines): No report

No one attended PILD in April 2017 due to budget restraints. Vanessa Hoines was intended representative.

Professional Development:

Amy Lick volunteered to fill the vacancy.

ND State Fair

No attendance at meeting; no report.

4-H Foundation Representative (Deb Lee):

There are many opportunities to donate to ND 4-H camp: bricks ($100), bunks are not fully paid for yet and would like to see the project paid-in-full by end of summer 2017 with new ideas and options to share with counties and 4-H councils. Camp bills have taken toll on 4-H Foundation and could use dollars for assistance.

Comeback to Camp Celebration to be held August 19-20. Looking for 4-H’ers willing to make and donate items for silent auction.

The Foundation is considering a 1/3 FTE Foundation director and possibly sharing with another organization.

Motion (Callie Johnson) to donate $200 to Bucks for Bunks, seconded (Molly Soeby)

FCS Promotional Committee (Shaundra Ziemann-Bolinske):

A letter introducing FCS Invest Now, Pay Later was not sent to legislators this session. The FCS Infographic from Deb Gebeke was utilized.


NEAFCS Conference Montana

Members attending the NEAFCS Annual Conference in Big Sky, MT, shared best practices and comments.

Homemakers/FCE Guidelines

A committee met to establish guidelines and expectations for working with FCE/Homemaker clubs. Guidelines will be shared with members via the listserve to review.

NE District Director Kim Ruliffson conducted a survey of NE agents and their roles with FCE/Homemakers and club numbers. Dena Kemmet will work on sharing the survey tool with the remaining districts.


With no new nominations for officers from the floor elections will be concluded with members through online polling.

Julie Garden Robinson shared 2017 National Impact statements are available. North Dakota is featured in several categories. Members are encouraged to submit impact statements.


In celebration for meeting its endowment goal achievement, President Julie Garden-Robinson distributed NEAFCS Member Benefit Lapel Pins to members whose dues were submitted to the National Headquarters by January 31, 2017. Active NEAFCS members received their NEAFCS Lapel Pins at the NEAFCS Annual Session in Big Sky, MT.


A training opportunity for the FDA’s Science and our Food Supply curriculum will be available to 20 members to be held in Burleigh County in July for a cost. Shaundra Ziemann-Bolinske will send out a Doodle poll with suggested dates. It was suggested that if the training does not fill with FCS agents to open it up to 4-H agents.


Rita Ussatis noted in 2010 the Association voted to gift current member retirees $2 per year they were a member of NDNEAFCS. Peggy Anderson, Lori Scharmer and Karla Monson will need to be gifted their years.

Motion (Ellen Bjelland) to support attendance of national meeting instead of sponsoring a state retreat in 2017, seconded (Molly Soeby).  Julie Garden Robinson will put out a formal note to request attendees for 2017 NEAFCS Annual Session 


Ellen Bjelland is on the 2017 NEAFCS ballot for Central Regional Director. Julie Garden-Robinson is on the 2017 NEAFCS ballot for Vice President Public Affairs. Vote will take place at NEAFCS Annual session in Omaha, NE in October, 2017.
