Call to Order:  Wendy Boehm.

Secretary’s Report: Passed.  Gail made motion. Sarah-Seconded

Treasurer’s Report: $23,263.54 – Ice not paid for yet. Just received invoice.  Couple thousand-dollar invoice.

Motion by Delmar. Peggy-Second. Passed


Old Business:

  • ND Country Fest Give Back Night: Received $5350.00
  • State Fair:  Livestock & horses had a great turn out.  Static events were down.  Need to get members to enter more statics.
  • Horse Achievement Days: Need more volunteers.  Require club parents to volunteer for something.  Horse Round Robin competitor did not compete & did not tell anyone.  Need to let someone know they will not be competing.  Need advisory board for rule following.  3 members rode horses they were not supposed to.  2 members shouldn’t have been able to ride but 1 did & got grand.  Family owned replacement animals is ok but outside of family is not ok.  Trail obstacles need to be replaced. Council will pay for approximately $700 worth of replacements.  Delmar, Gail & Karla to meet to discuss what’s needed.  Too many people reserving stalls & not using them.  Need in & out dates required when registering for stalls.  Turning people away because stalls are full but then people not showing or not bringing the amount registered. If horses are replaced or cancelled barn boss must be notified so proper stalling can be done.  Need to get a better handle on horse stalling.
  • Rabbit & Poultry Achievement Days:  73 rabbits & 43 poultry.  Working on funding for additional space for cages.
  • General Achievement Days:  Time slots worked well could have added a few more.  More volunteers needed for ribbon scanning.  Judges need more knowledge of the rules for exhibits. 
  • Livestock Achievement Days:  Registration done one Thursday mornings instead of Friday.  Need more volunteers.  May need to assign clubs for volunteers.
  • Concession Stand:  Breakfast went well, ideas for tip jar (charity, club, 4H) Ran out of ice cream.
  • Clover buds:  Use different color tags for exhibits.
  • North Dakota 4H Camp Update:  500 kids attended camp.  All livestock camps filled up early. So, apply early.

 Donation from Allete Wind Energy: $1000.  39 towers in Morton & 45 towers in Mercer counties.

 Runnings Fund Raiser:  $805.15 All supplies were paid for by Runnings.

 Other old business: Email minutes to club leaders & members


New Business:

  • Recognition Night:  October 16.  Wednesday night. Parent teacher conference.

            Club of excellent

            Clubs bring bars, cookies, snacks – NO CHIPS

            Youth Volunteers to help with program-Need volunteers


            Dance-Samuel Peterson for DJ.  Dance until 9:30 pm.

            Friend of 4H-New Salem Civic Club – Moved by Delmar 2nd by Peggy - Passed

            Alumni Award-Jackie Buckley – Moved by Molly 2nd by Sara – Passed

            Award of Excellence- Need to review applications. Committee members- Gail, Delmar & Wendy

            **Need to invite Mayor & Commissioners to Recognition night.


  • State fair checks have been sent.
  • National 4H week: Oct. 6-12
  • Ribbons for Sponsors/Buyers out by October 12
  • Pictures will be in Mandan News week of October 4th.
  • National Youth Science Day Oct. 9
  • Wear 4H shirts on Thursday October 10
  • Marquee advertising 4H week

 60th Morton County Fair 2020

Award ideas – Buckles, blankets, pins, sweatpants, plaques, hats. Taking other ideas so if you have any let Karla know.

            Ribbons for sponsors & premium sale buyers to handout to commemorate.

 4H Online

            Clover buds needs to enroll in Clover bud enrollment & animal project.

 Babysitting classes

 Have a waiting list so need to get child enrolled if wanting to participate.

 Club & Project Material:

            Handed out

            Club Secretary & Treasurers Book turned into office by Nov 1st.

            Book orders need to be done by clubs or individual members,

            4H enrollments: www.4honline.com.  No fee for 2019-2020

            Leaders must enroll online

            Youth Protection paperwork needs to be sent in and approved or not recognized as a leader.


  • Election of Officers:

            President- Wendy Boehm – Nominated by Gail -  2nd by Melissa J.

            V President- Sarah W. - Gail nominated -  2nd by Delmar

            Secretary- Peggy B – Nominated by Wendy - 2nd by Gail

            Treasurer- Roberta & Amanda nominated – Amanda Declined.  Approach Roberta about having an assistant.  Delmar motioned to table election of treasurer until March 2020 meeting in order to discuss with Roberta. 2nd by Vanessa.


  • Dates to remember:

            October 6-12 - National 4H week

            October 10 – Wear Green for National 4H week

            October 16 – 4H Recognition Night at Mandan Eagles


Other Business:

  • Hippology: Roaming Riders club going to Nationals in Denver in January for Burleigh County Hippology.  Requesting $1500 to support their trip – MUST GO TO 2 MORTON COUNTY KIDS ONLY – Motion by Sara W. – 2nd by Delmar.

 Independents:  Who’s in charge of keeping track?  How do they work? Club leader?  No club leader, sign contract with ext. office, need to provide proof of community work & open livestock events.  Need to be 16 years old & active in a club before going independent.  Karla to email contract to council members for reference & review.

 Dual enrolled youth:  NEW RULE:  Dual county enrolled youth can not show same project area in more than one achievement days in same 4H year.  Example:  Cannot show the same horse in Burleigh County & Morton County.  Motion made by Gail. Second by Delmar.


  • Rulebook:  Should have new rulebook since changes were made to horse book.


  • Livestock Replacement or Cancellation:  Must default to state rule book for rules & guidelines. 


  • Premium Sale:  Must notify barn boss Thursday night if participating.


  • Round Robin:  Must notify barn boss Thursday night if participating.


  • Healthy Clubs: Snacks, demonstrations, community service.  Print form off of 4H website & turn into office for certs & prizes for award.
