Staff Roles and Responsibilities

Individual Roles and Responsibilities 

State FNP Coordinator

  • Provide primary leadership/management of FNP.
  • Develop and manage state proposal for FNP funding (program).
  • Facilitate communication and coordination among internal and external programs, agencies and organizations.
  • Provide visibility of FNP to administration, the university, cooperating agencies and the public.
  • Interpret and apply Federal policies.
  • Identify and provide training, educational materials, and resources to local programs.
  • Work with staff, supervisors and others in establishing program goals, setting job standards, assessing needs, identifying and reporting outcomes.
  • Review program accomplishments and provide feedback to local sites, funding sources, extension, college, administration and others.

State FNP Manager

  • Coordinate recordkeeping, reporting, proposal development and budget management.
  • Develop and manage state proposal for FNP funding (budget).
  • Facilitate communication and coordination within EFNEP/FNP.
  • Identify and procure technology needs for staff.
  • Interpret and apply Federal policies.
  • Develop and present training and orientation programs for local staff.
  • Provide assistance to staff and their supervisors in support of their educational efforts.
  • Work with assistant director, district directors, state specialists and others on recruitment, hiring, training, supervision and other needs of program staff.

District Director

  • Hire, train, supervise and evaluate the work of the FNP Nutrition Education Agent.
  • Submit records of time donated to FNP work.

Local FNP Supervisor:
Extension Agent/Family and Consumer Science;
County Chair/Unit Administrator;                   

  • Supervise and evaluate the work of the FNP Nutrition Education Assistant(s).
  • Develop and submit annual proposal to fund FNP operations (unless FNP Assistant has taken on that role).
  • Monitor local FNP budget expenditures to ensure they do not exceed budgeted amounts.
  • Submit records of time donated to FNP work.

FNP Nutrition Education Assistant/Agent

  • Schedule and conduct educational sessions on basic nutrition, food safety, food preparation and food purchasing for SNAP recipients and eligibles.
  • Refer customers needing specialized individual nutrition or budget counseling to other resources.
  • Follow up on agency referrals and recruit SNAP recipients to FNP activities.
  • Maintain and punctually submit accurate and complete records.
  • Conduct evaluation of participants' learning, practice changes and adoption of practices suggested in FNP programming.
  • Promote FNP with appropriate community agencies and maintain a positive working relationship with cooperating agencies.
  • Participate in orientation and training sessions/conferences.
  • Submit annual proposal to fund FNP operations.

Unit/County Secretary

  • Provide support services.
  • Secure supplies.
  • Initiate printing requests, prepare records, reports and other duties as requested.
  • Submit records of time donated to FNP work.
  • Maintain source documents of all program purchases.

FNP Orientation

On-site FNP orientation to policies and procedures is an essential part of the initial training. The training should include information on: 

  • The objective and the expected outcomes of the FNP and the scope within which to work, including the philosophy and goals of Extension.
  • Audience identification.
  • Affirmative action responsibilities.
  • Recruitment techniques and teaching methods to be used with the FNP audiences.
  • Procedures for record keeping and how to use the data to assess program effectiveness.
  • Agency and community resources available to the audience and referral procedures.
  • Introduction of other Extension programs available for audience referral.

Performance Appraisal / Responsibility Review

Performance evaluations are prepared by the FNP Supervisor on an annual basis and a copy sent to the state FNP office by January 10.  Supervisors of Nutrition Education Assistants need to also send a copy to the NDSU Office of Human Resources.

Part Time FNP Employment

To calculate the number of hours to be worked each month (part time employees), count the number of working days in the month, multiply by 8 hours per day (full time) and multiply that answer by the percentage of FTE  (Full time equivalency) of the position. For example:

If a month has 22 working days, then 22 x 8 hrs/day = 176 hours
176 hours x .50 FTE (half time employee = 88 hours)     

A half time employee should work 88 hours during that particular month.
