Target Audience: SNAP Recipients & Eligibles
Nutrition education efforts target SNAP recipients/eligibles. Eligibility as a member of the target audience can be determined in the following ways:
Category 1: Certified Eligibles
SNAP participants
- Identified by eligibility workers, SNAP offices, and other outreach agencies
Category 2: Likely Eligibles
Eligible but not currently participating in SNAP
- Identified by income-based proxy – gross income levels at or below 130% federal poverty level (or via programs such as WIC and Head Start with like income guidelines)
- Exclusions include incarcerated adults and college/university students
- Identified by location-based proxy- at food banks, food pantries, soup kitchens, commodity warehouses, public housing, and SNAP/TANF job readiness programs
Category 3: Potentially Eligible By Site/Location
Potentially eligible by location frequented by low-income audiences
- Location with 50% or more persons having incomes at or below 185% of poverty (such as a school with 50% or more students receiving free or reduced meals)
- Schools with 50% or more free/reduced meal enrollment (no rounding up) based on the current school year’s or the previous school year’s DPI data. SY 11-12 Free and Reduced Data by Site
Note: If the make-up of a school district has changed since the previous year, only the current school year’s data can be honored.
- Retail grocery store with average monthly levels of $50,000 in SNAP benefit redemptions
Each year North Dakota FNP requests a waiver for potential Category 3 sites. Waiver approval allows North Dakota FNP to involve other low income individuals in addition to SNAP participants.
At other sites, additional documentation, either a signed Documentation of Audience Eligibility or completed Surveys of Audience Eligibility, needs to be obtained to confirm eligibility.
