Here is your Handbook for the 2007-2008 4-H Year. We have compiled information that should be helpful to you throughout the year.
If you have any questions about information contained in the handbook or need extra copies of forms or registrations, please call the office at 642-7793 or stop in at 418 2nd Avenue N., Courthouse, Wahpeton. AGE GUIDELINES FOR NORTH DAKOTA 4-H
Youth between ages 5-18 may participate in 4-H.

Cloverbud Members:
Youth ages 5-7 may participate in the 4-H Cloverbud program. Cloverbud experiences are designed as a series of short term, structured activities that help youth to gain self-understanding, practice social interaction skills and develop positive attitudes. It is important for those working with this program to realize that the Cloverbud program focuses on age-appropriate skills, abilities, and involvement. cloverbuds do not participate in competition because it is not developmentally appropriate for this age group.

Regular Members:
Youth who are 8 years old before September 1st or are in 3rd grade are considered "full-fledged" members. If a youth turns 19 years of age prior to the beginning of the 4-H year (Sept. 1), she/he is not eligible to re-enroll in 4-H.

Enrollment Guidelines:
The 4-H Program year begins September 1st and ends August 31st. Youth can enroll as an individual or in a club or group. Membership enrollment forms may be obtained from your local NDSU county extension office. Youth participate under the direction of a trained adult and within the scope fo the North Dakota State University Extension Service.

LEADERS!! You also must enroll each year to receive materials and mailings. As of June 25, 1992 there is a State Child Protection Policy which requires all volunteers working with youth programs of the NDSU Extension Service to complete a Volunteer Information form and sign an Adult Behavioral Expectations form. There is also a video to watch. All of this is available in a take-home packet. Contact the Extension Office if you have not done this.

RICHLAND COUNTY 4-H - AG INCENTIVE PROGRAM
LIVESTOCK INCENTIVE PROGRAM

The purpose of the Richland County 4-H Livestock Incentive Program is to introduce 4-H members to the different species of livestock, the selection, proper care and showing of five different livestock species--rabbits, poultry, pigs, sheep and cattle. A different species of animal will be selected and emphasized each year on a five year rotation by the 4-H Council. Members must be enrolled in the individual livestock project featured in that year.

Members enrolled in the Livestock Incentive Program will be expected to attend two informational meetings on the livestock project that is being emphasized during that 4-H year. The first meeting will be on the selection, care and feeding of the livestock project. The second meeting will be prior to Achievement Days and emphasize proper fitting and showing of the animal at Achievement Days.

Members will be required to show the livestock project at 4-H Achievement Days. This requirement may be waived in the event of unusual circumstances (animal sickness or death, farm quarantine, etc.). This requirement will only be waived with permission from the 4-H Council and Extension Agents prior to 4-H Achievement Days.

4-H members may join the Livestock Incentive Program any year during the five year rotation, but must complete all five livestock projects to be eligible for any awards.

Upon successful completion of the program requirements (attending all meetings and showing each of the five different animals at Achievement Days) and the five year rotation, the 4-H Council will award the 4-H member a $500 Savings Bond.

AGRONOMY INCENTIVE PROGRAM

The purpose of the Richland County 4-H Agronomy Incentive Program is to introduce 4-H members to the different crops raised in Richland County, how they are produced and grown, and how they are used in food and feed products. A different crop will be emphasized each year on a five year rotation as selected by the 4-H Council.

Members enrolled in the Agronomy Incentive Program will be expected to attend two meetings per year. The first meeting will be on the planting, fertilization and weed control necessary for the crop. The second meeting will be on the harvesting, storage and use of the crop for food and feed. In addition, members enrolled in the project will be required to prepare an Agronomy exhibit for 4-H Achievement Days.

Upon successful completion of the project, attending the required meetings and exhibiting at Achievement Days, the 4-H member will receive a $100 savings bond.


4-H Dress & Behavior Code

DRESS CODE: The Objective of the 4-H dress code is:

            1) to promote 4-H by the use of a consistent, identifiable look; and

            2) to eliminate any real or perceived advantage or disadvantage in a competitive activity caused by appearance

THE FOLLOWING IS A NEW DRESS CODE POLICY:

The North Dakota 4-H Program Oversight and Policy Board has recommended that North Dakota 4-H change its dress code policy.  Effective January 1, 2004, the new dress code policy will read: 

All 4-H participants/exhibitors must wear a solid white, yellow, gray or green shirt or blouse with a 4-H emblem prominently displayed and securely fastened on the front. It is recommended that 4-H members wear dark jeans, slacks, shorts, or skirts.  Additional dress code requirements may apply to livestock exhibitors.

In an effort to promote a professional appearance by 4-H members, it is recommended that the shirt or blouse be a solid colored crew neck t-shirt, polo shirt, or Henley-type shirt. The 4-H emblem can be silk-screened, fused or securely fastened using a Velcro- type fastener or fabric spray adhesive. DO NOT USE PINS OR SAFETY PINS. YOU WILL BE PENALIZED! 4-H members should NOT wear short shorts or short skirts; shirts/tops that are sleeveless, low-cut, or allow the midriff to show.  Shirts should be of sufficient length to be tucked into jeans, slacks, shorts, or skirts.

As with all North Dakota 4-H policies, this policy will be open for review again after January 1, 2005. Comments and recommendations for any of the 4-H Youth Development policies should be sent to Brad Cogdill, Cass County Extension Agent at bcogdill@ndsuext.nodak.edu. 

Failure to comply with the dress code will result in a drop in ribbon placement

 Exceptions:

Clothing Revue participants must wear the garments they have entered in the competition.

Horse Show participants must follow the dress code listed in ND Horse Show Rules (GBH092) Western hats, boots, dark colored jeans/slacks, a belt and long-sleeved solid white shirt with a 4-H emblem on the front. NO ties, gloves or jewelry.

4-H EMBLEMS ARE AVAILABLE IN THE EXTENSION OFFICE for 65 cents.

Please do not use pins to attach the emblem. The emblem can be silk-screened, fused or securely fastened using a Velcro-type fastener or fabric spray adhesive.

BEHAVIOR CODE:


IN KEEPING WITH THE FACT THAT EACH 4-H INDIVIDUAL REPRESENTS 4-H  NATIONWIDE, RICHLAND COUNTY 4-H MEMBERS ARE EXPECTED TO BEHAVE IN A RESPECTFUL MANNER, REFLECTING HIGH MORAL STANDARDS, AND A POSITIVE ATTITUDE.

When traveling to state and national 4-H events, members and their parents will be required to read, complete, and sign a health/conduct form stating that they understand the rules and pledge to obey them for their own safety and that of everyone involved.

The Richland County 4-H Leaders Council requires that inappropriate behavior by a 4-H member or parent will result in the member being disqualified from the event and the member or parent being asked to leave the event.

ACHIEVEMENT DAYS
Achievement Days is the largest event of the County schedule. It is placed near the end of the 4-H year because it is where the 4-H member brings evidence of all that he/she has learned and accomplished throughout the year. There are many parts to this event, including the static, dog show and livestock exhibit judging,

As with most 4-H events, the important first step is to pre-register. In July, you will receive an exhibit registration form which lists the projects you are enrolled in. REMEMBER, YOU MUST HAVE ENROLLED IN THE PROJECT BY JUNE 1ST TO BE ELIGIBLE TO EXHIBIT IN THAT PROJECT. You will also have received by that time the State Fair Exhibit list and the Richland County supplement for Achievement Day exhibits. These manuals will tell you what exhibits are eligible for this event. You will also find the Class and Lot numbers in these books for the pre-registration sheet. BE SURE TO HAVE THIS POSTMARKED OR IN THE OFFICE BY THE DEADLINE GIVEN. Late entries will forfeit premium money. The office staff needs the registrations early to be able to get tags printed and finalize judges.

INTERVIEW JUDGING - with the exception of the Horse show, all 4-H exhibits are judged by interview. In this situation, the judge has the opportunity to visit with the members about his or her project, and determine what they have learned and hope to learn in the future. This technique personalizes the exhibits and allows for more information in making the ribbon placing.

PREMIUMS - Premiums are paid according to ribbon placing and category and on the point system. The amount of premium paid out will depend on the total amount of funds available in the premium pool.

Grand and Reserve Champion premiums will also be paid on the point system. Projects that receive a Grand or Reserve premium WILL NOT receive the blue ribbon premium.

Horse show exhibitors have a separate award system.



4-H CAMP
Camp schedules will be sent in the Green Gazette as soon as they are available. Western 4-H Camp is located west of Washburn, ND.

The 4-H Council will provide $25 per camper for registration fee, $.20/mile for transportation, and will pay the registration fee for the chaperone.

Any youth may attend, you do not need to be a 4-H member.

 

COMMUNICATION ARTS PROGRAM

Participate in your county communication arts contest by giving

  • a commercial - A presentation to convince an audience to buy an idea or product.  Participants can use posters, flip charts, diagrams or objects as long as brand names are concealed.  Commercials need to include an introduction, a body and a closing statement.  A team of two individuals may do a commercial together.  Each participant must have a speaking role and both must be in the same age division. Commercials last 1-3 minutes.

    a short take
    -
    A presentation given from a topic drawn by the participants when they enter the room without advanced preparation.  After participants receive their topic they are given a note card and have 10 minutes to prepare.  Topics are on 4-H themes. Teens and preteens have different topics.  Presentations need to be organized to include an introduction, body and a summary.  A maximum of 5 minutes speaking time is allowed.  A monitor will hold up a warning card at 4-1/2 minutes.   The preteen division has a 1 minute minimum; teen 2 minutes minimum.
     
  • a broadcast - Presenters prepare a radio or television broadcast that may be read from a script. The broadcast may be a newscast with four to five items of about 30-45 seconds each or a more in-depth story addressing a topic.  Each participant introduces themselves in the following manner: "This is _____ reporting."  A team of two individuals may do a broadcast together.  Each participant must have a speaking role and both must be in the same age division.  In-depth stories last a maximum of eight minutes.
     
  • a speech - The presentation is composed by the presenter.  No more than 10% of a speech may be quotations.  Notes may be used for reference, but reading from notes is discouraged.  Singing, tapes, visuals or costumes are not permitted.  Presentations by preteens last 3-8 minutes; by teen, 5-8 minutes.  At some events, presentations may be divided into a theme and any topic categories.
     
  • a demonstration - A demonstration is a presentation that involves "showing how to do something," "how to make something," or "how something works" and may display a finished product. Presentations may last a maximum time of 12 minutes. If the presentation is to include guns, check with the facility where the event will be held to determine restrictions, etc.  
     
  • an illustrated talk - A speech with visual aids.  They are oral presentations in
    which charts, posters, figures or real objects are used to explain an idea or procedure.  
    The presenter explains how something works or how to do something, but does not actually show the working object or demonstrate the process.  

     
  • a dramatic presentation - Oral dramatic presentations are based on an original or a published piece performed in a creative, inspiring or thought-provoking manner. Presenters may write their own material or use published material that is designed for dramatic presentation by one person.  The presenter combines words and actions in order to put across the material to either entertain or educate the audience - or both. The presentation begins with a brief introduction which includes the source and author of the material, and perhaps an explanation of why it was selected.  A costume, make-up or props are not required.  A summary or conclusion is not necessary.  This category is not a reading, but notes are allowed.  Preteen presentations last 3-8 minutes; teen 5-8 minutes.  At some events, presentations may divided into a theme and any topic categories.
     
  • an interpretive reading - An oral presentation of words taken from any published source, including poetry, fiction, children's literature, news articles, speeches, letters and journals.  The purpose of the interpretive reading is to communicate the author's thoughts expressively.  The presentation begins with a brief introduction that gives the source and the author.  The introduction may also explain the reason for the selection. The reading is presented with a script in hand.  This requires keeping some eye contact with the audience and evoking a mood through vocal expression.  A summary or conclusion is not necessary.  Visual aids, tapes or costumes are not permitted. Preteen presentations last 3-8 minutes; teen 5-8 minutes.  At some events, presentations may be divided into a theme and any topic categories.
     
  •  a cloverbud recitation - County and MPU�s may offer a "recitation only" category for Cloverbuds. This category is non-competitive and provides equal recognition for all participants. This optional category provides young participants an opportunity to make presentations without the task of finding or writing material and without the stress of competition. Recitation of the 4-H Pledge, Pledge of Allegiance or other simple verses is appropriate. Recitation is a participation (non-competitive) event and may be available at the local, county or MPU event.
     
  • presentation software - 4-Her will create and deliver a presentation utilizing presentation software (i.e. MS PowerPoint, Corel Presentations, etc.). At least 90% of the presentation must be created during the current 4-H year.  4-Her�s are responsible for securing any equipment necessary for judging. Extension staff may be able to assist in this    process, but it is the responsibility of the exhibitor to contact Extension staff WELL BEFORE the scheduled judging. The ideal situation is to deliver the presentation with a computer and LCD projector, but the use of transparencies and an overhead projector is also possible if LCD projector and computer are not available. Information sources used should be credited and documented in the presentation (i.e. books, Internet, 4-H or Extension publications, persons with special knowledge, magazines or other publications). Participants will be judged on both the presentation and the workmanship & techniques of project graphic design. An individual or team of two individuals may participate in Presentation Software. Each participant must have a speaking role during the presentation and both must be in the same age division.  Presentations will be between 2-12 minutes for pre-teens and 4-12 minutes for teens.
     
  • a video production - Youth shoot footage, edit and produce a 3-5 minute video, present their final product to the judges, and participate in an oral presentation about video production, including when, how and why his/her video was created. The finished product can either be VHS or DVD. Individual or team of two individuals may participate. Individuals or teams of two develop a video using their choice of music and video production techniques including, but not limited to, video footage, still photography, computer animations or a combination of techniques. Presentations will be between 2-12 minutes for pre-teens and 4-12 minutes for teens.
     
  • web site design - Contestants create a website on a topic of their choice. They are judged on content, appearance, design, technical performance and the presentation of their   website. Participants will give an oral presentation about what they learned, why they  decided to create the website on the chosen topic and show their website. An individual or   team of two individuals may participate in the website design category. Each participant must have a speaking role during the presentation and both must be in the same age division.    Presentations will be between 2-12 minutes for pre-teens and 4-12 minutes for teens.
     
  • a 4-H promotion - Contestants identify a non-4-H audience and demonstrate a promotional method, which communicates the ideas or ideals of the 4-H program. Methods might include: radio, television, demonstrations, newspaper, posters, projected images, drama,  photographs, slide/tape presentations, videos, puppets, PSA�s, speeches, skits, PowerPoint's, website, etc. Can be individual or teams of two individuals from the same age division. Participants will give a presentation on that will explain why they chose the delivery  method, the topic and how they have used or are planning to use the promotional materials..  Presentations will be between 2-12 minutes for pre-teens and 4-12 minutes for teens.

The Communication Arts program is open to all youth age groups, with preteen (youth 8-12 years old) and teen (age 13-18) divisions.  Ages are as of September 1, the start of the current 4-H year.

This is a skill you'll use for your lifetime!


CONSUMER CHOICE CONTEST

The Richland County Consumer Choice Contest will be held on Saturday, March 15, 2008, 1:30 p.m. at the Law Enforcement Center in Wahpeton. Registration and orientation will begin at 1:00 pm. There are three divisions for this event
           
 1)        Teen
                4-H members 13 yrs, and older by September 1, 2007.

            2)        Preteen
                 
4-H members not 13 yrs old by September 1, 2007.

            3)        Non-competitive
                8-10 yr olds. 4-Her's who have not participated in this event before.

                        This is an excellent way to try an activity that will build decision making  skills you will need throughout your lifetime.

Consumer Choices helps 4-Her's to:

            1.         Make wise decisions

            2.         Develop individual thinking

            3.         Develop good judgment

            4.         Learn to carefully observe

            5.         Recognize quality

            6.         Enjoy friendly competition

            7.         Learn to express ideas clearly

            8.         Learn the importance of poise, good posture and good grooming

Consumer choices is an educational experience for 4-H individuals and groups. Participation can help you to learn to make decisions and defend them. Consumer Choices events present challenges; they match your skills and knowledge against that of others. Your success depends on how well you observe and evaluate.

RICHLAND COUNTY SHOWCASE

The County Showcase will be held June 24, 2008, at 6:00 p.m. at the Law Enforcement Center.

This county event is unique because of the format. Each 4-Her plans and prepares their display so that the ideas and information can be shared with everyone else at the event. There are three categories in which you may enter: Buy & Show, Sew & Show, and Project Expo. Information for each is found in this handbook on the next few pages. On the back of the information sheets are evaluation forms that will be used by the judges. These will be helpful to you in planning a more effective and polished display.

*Be sure to read the guidelines carefully, noting that you will need to provide a card table for each exhibit you have in Project Expo.

*Exhibits must be related to a specific project that you are enrolled in. You must be prepared to tell the judge how your exhibit relates to the project you are enrolled in.

*Pre-registration is required by June 17, 2008. Registrations not post-marked by that date will be accepted, but premium money will not be awarded.

4-Her�s in the Buy & Show Event also need to complete the Fact Sheet that needs to accompany their entry. For teens this is Jd29, Pre-teen Jd27.

CROPLAN GENETICS SEED CORN PLOT  

Croplan Genetics Seed Company offers an opportunity to 4-Her's interested in corn production to participate in an activity beyond their 4-H work in that project. Since corn is one of our main crops in Richland County, we would like to see a good participation.

Let us know by March if you plan to participate in the project. The seed will be distributed some time in April or May. The plots will be judged in August with trophies and award certificates given at Award�s Night in November.

This is not a 4-H Agronomy project. Be sure to enroll in either the production agronomy or corn project to be eligible to exhibit corn at Achievement Days.

 

NATIONAL 4-H WEEK  

October 7-13, 2007

An annual observance usually held during the first full week of October, beginning with the first Sunday and running through the next Sunday.
 

Promote 4-H!!!

 

Richland County 4-H Members and clubs are strongly encouraged to use this week to enlarge the "image" of 4-H in their communities, so that opportunities for youth available through 4-H youth development programs become known. There are a number of activities that clubs and individuals can use towards this goal
 

            * promote 4-H in your schools with posters, banners

NORTH DAKOTA STATE FAIR

Exhibits: 4-H at the state fair must be of blue ribbon quality and can only qualify to be entered at the State Fair by placing in the blue ribbon group at a fair or achievement day conducted under the supervision of the NDSU Extension Service county office. With the permission of the exhibitor, blue ribbon exhibits at the Red River Valley Fair which are eligible for the State Fair will be shipped to Minot from Fargo, depending of the availability of transportation.

STATE FAIR SHOWCASE EVENT

Clothing Revue -

            Grand Champion Winners in the Teen and Pre-teen Sew & Show and Teen Buy & Show County contests are eligible for this event.
Project Expo -

            Teen and Pre-teen Grand and Reserve Champion Winners from the County event are eligible for this event.

 

State Consumer Choice Contest -

            The Consumer Choices Team representing Richland County at the State Fair will be comprised of five teen members with the highest scores at the County contest.

At the October 1995 Leaders Council meeting, it was decided that 4-H members representing Richland County at the State Fair will be given $50 reimbursement for the first event they qualify for and $25 for one additional event, to help defray the costs of travel to Minot.

 

NORTH DAKOTA WINTER SHOW

The North Dakota Winter Show held in Valley City provides opportunities for 4-H members to exhibit some of their project work in various divisions. Contact the Winter Show or the Extension Office for a list of exhibit opportunities.

The State Crops Show, which is also held at the North Dakota Winter Show has a 4-H division. 4-H members are encouraged to enter grain samples or sheaves in the show. To exhibit members must be currently enrolled in 4-H but need not be enrolled in a crop production project.

The North Dakota Winter Show also hosts the state 4-H Livestock and Crops Judging contests. Information on these contests is available from the Extension Office.

 

RED RIVER VALLEY FAIR

Don�t miss this opportunity to exhibit at the Red River Valley Fair in West Fargo, June . Their exhibit list is available in the spring from the Extension Office or your 4-H leader. You can exhibit new items of blue ribbon quality as well as items from the previous year Achievement Days that have received a blue ribbon. You must still be enrolled in the project to exhibit the article made.

Pre-registration is required by May, to receive premium money. Entry Forms will be sent to you in the Green Gazette. Conference judging will be June . Exhibitors can pick up tickets on entry day for the 4-H picnic on 4-H day.

 

4-H RAFFLE

The major fundraiser for the year is the raffle. There are many great prizes to win and a coupon on the back of each ticket, which should make them easy to sell.

The ticket drawing will be held on May 15, 2008, during the Awards presentation for Communication Arts.

Get out and sell lots of tickets! Any 4-H member to sell 3 or more books of tickets will receive a theatre ticket.

 

4-H ANNUAL COUNTY RUMMAGE SALE

Another annual fundraiser is the County Wide Rummage Sale. This is held at the Armory in Wahpeton and all 4-H clubs participate. It is a unique sale in that �Everything is $.50, Unless Otherwise Marked.� Not only does this make checking out a breeze, but also provides a community service, because there are usually some really good deals! A lunch stand is also provided.

 

RICHLAND COUNTY FUN DAY

Each year a day full of mini-workshops is offered to youth county-wide. A variety of classes are taught by area residents, 4-H leaders, members and parents. This day provides a wonderful opportunity to try a new craft, skill or flavor! Registration forms come in the Green Gazette, so look for it in the fall and get your registration in early to get your first choice classes.

 

RICHLAND/WILKIN ACTIVITY DAY

This event is very similar to Fun Day, except that it is held in Breckenridge with Wilkin County, in the middle of the summer. Again, look for the registration in the early summer Green Gazette. Or, if you have an idea for a class and would like to be a teacher or an assistant, let the Extension Office know. We are always looking for new ideas and teachers, and this provides valuable leadership experience for our older 4-H members.

A basic belief of the 4-H Youth Development Program has been that the accomplishments of all youth participating in Extension Programs need to be recognized.

Contests are conducted as learning activities to support the 4-H curriculum along with non-competitive events. Through the awarding of ribbons, medallions, trophies, plaques and trips; accomplishments and growth are acknowledged at the county, state and national level.

 

COUNTY AWARDS

Spring County Award forms are used to apply for the following trips: State Youth Conference, Teen Natural Resource Camp and State Media Camp. The form will be sent out in the February Green Gazette and must be returned to the office by March 1. Be sure to include all of your past fall awards forms with this application.

STATE AWARDS

NDSU EXTENSION YOUTH CONFERENCE

What:   A gathering of youth from across the state to promote personal growth, leadership and citizenship development through educational, recreational, and social activities. 

Who:   Any ND youth who is 14 at the time of conference.

How:   Selection is made through County Spring Award Application (which is due March 1 of current year)

When: June 16-19, 2008

Where: NDSU, Fargo 

Cost:    $100/delegate--a partial or full scholarship will be given to each delegate by the 4-H council. Amount will be determined by the number of delegates.

 

TEEN NATURAL RESOURCES CAMP

Who:   Two delegates from Richland County are sponsored by the Soil Conservation District. 4-H members ages 12-14 who are interested in the conservation of natural resources and meeting youth from across the state.

When: This camp has been discontinued due to lack of interest.

Where: Western 4-H Camp, Washburn, ND.                                     

How:   Delegates will be selected through the County Spring Awards Application (which is due 3/1/04)

 

NATIONAL AWARDS

NATIONAL 4-H CONFERENCE

What:  A gathering of 4-H members from across the US to share 4-H programming ideas.

Who:   4-H members 16 years or older

When: 

Where: National 4-H Center, Washington, D.C.

How:   Submit an application to NDSU Extension Service, contact County Office for information.

 

NATIONAL 4-H RECOGNITION EVENT (formerly National 4-H Congress)

What:  4-H members for each of the 50 states, Puerto Rico and Guam attend this Congress, where they have the opportunity to meet over 1600 4-H members and be recognized for their achievements.

Who:   4-H Members who are 16 years or older

Where: Atlanta, GA

When: November 23-27, 2007

How:   North Dakota delegates are selected by submitting ND Award Application Forms that have been written in specific project areas to NDSU Extension Service. Contact the County Office for more information and an Application.

 

CITIZENSHIP WASHINGTON FOCUS

What:  A week-long experience in Washington, D.C. to help youth identify and understand their active roles in society, with a focus on youth service.

Who:   1 or 2 delegates per county who are 15-19 years of age by September 1.

When:  June 3-9, 2007

Where: Washington, D.C.

How:   Apply to county through Spring Awards Application

Funded partially by the Richland County 4-H Council and the delegate. Total cost of the trip is approximately $1,150.00. The 4-H Council will decide the allotments.

All-County Club Goals:

To extend 4-H opportunities to all Richland County youth, not designed to replace active thriving clubs.

To develop new clubs and leaders resulting in more county clubs that have the foundation necessary to be stand-alone clubs.

Older experienced 4-H youth and veteran leaders will offer their leadership and talents to new members and leaders. For example, 4-H record keeping, exhibiting at Achievement Days, etc.

All Richland 4-H youth have the opportunity to interact and experience the 4-H club concept, participate in parliamentary procedure and experience project demonstrations, etc.

To engage the entire family, with limited "member only" drop-off.
