RICHLAND COUNTY 4-H LEADERS COUNCIL MEETING

November 5, 2001


Present: Matt Danuser, Rich Spellerberg, Mary Mauch, Tammy Miller, Sheree Foertsch, Karen/Hank Weber, Lesa Wilm, Colleen Svingen, Dale Siebert, Joan Beyer, Rhonda Weeda, Gale Link, Anita Onchuck.

Discussion took place regarding the proposed changes to the 4-H Awards Form. The following was decided. Guidelines #18 include Valley City Winter Show Hippology Contest. Community Service Award- Need to have Green Gazette or the days list of when camps are, available to the committee so that they may refer to it.

Matt Danuser moved to add a youth representation to the committee that is not eligible for any awards or post 4-H that would be approved by the current officers. 2nd by Mary Mauch, all in favor.

Gale Link suggested that a short explanation be attached to changes made on the form. Section A overview. Matt Danuser moved to get rid of underlining in #5, 2nd by Gail. Approved.

#5 this constitutes a demo define demo. (No maximum 1 per category). Define illustrated talk. Matt Danuser moved to change 1 per category to 1 per project category. Sheree 2nd. Passed Hank Weber moved to remove maximum all together. Karen Weber 2nd. Motion Defeated. Colleen Svingen went on record that she has a problem with the above motion being defeated because of recommendations from the state. That youth should be able to take as many as they wanted. Discussion regarding the above. Matt made a motion to #5 that the maximum per one project be eliminated. 2nd by Karen Weber. All in favor. Motion Carried. Mary Mauch made a motion to 22/23 be changed to 10 points. All in favor. Motion carried. Matt Danuser made a suggestion to change 26, as this is non-existent. A motion was made by Matt Danuser, and amended by Lesa to give 5 points per hour, to change the Maximum to 100 points for Community Service. Discussion to take off the word maximum because of push from congressional level. Matt brought up evening out the levels, that is why he suggests a max. Rich stated that if we keep bending points we can keep on asking for more. Should we take this out and use as an award. Rich felt it should be limited like ambassador to 100 points. Rhonda Weeda asked about the 4-Hers getting community service in the 4-H office. Matt Danuser 2nd 13 in favor 1 opposed. Motion made by Matt Danuser to add between 29 & 30 that donated time to the Extension office be added there at 5 pts an hour. Rich Spellerberg 2nd. All in favor.

Matt Danuser made the motion to move to add another guideline amount of time spent rounded to the nearest hour. 2nd Rich Spellerberg. All in favor, motion carried. Mary Mauch moved to have youth get 10 points per day including travel. 2nd by Karen Weber. All in favor. Motion carried. Rich Spellerberg motioned we put a cap of definition on 40. Only allow 5 points per event. Maximum of 100 points. All in favor-3, all opposed=4, motion lost.

Take back to your clubs to discuss what the youth would like as awards night recognition.

Matt Danuser made a motion on Community Service Award Form to remove #1 from the form. 2nd by Hank Weber. All in favor. Motion carried. Note to judges use discretion change 8 to hour increment. #4 it was suggested to change the wording to community service are unpaid activities.
