4‑H Council Meeting Minutes
February 13, 2007
6:30 PM
Southeast Water Users, Mantador
The meeting was
called to order by Vice-President Sharon Ritten. Pledges were said.
Secretary�s report approved. Treasurer�s report was discussed and
accepted. It was suggested the County Club establish an independent
account.
Present
were: Sharon Ritten, Karen Weber, Mary Mauch, Julie Wahler, Darcy
Heitkamp, Georgia Vosberg, Sheree Foertsch, Cindy Arndt, Brenda Vertin,
Colleen Svingen, and Dale Siebert.
Old Business:
Financial
Policies & Procedures for Clubs
‑ The Executive Committee reviewed and proposed changes to the Cass
County document so that it could be used in Richland County. Karen made
the motion: Accept the Financial Policies & Procedures for
Clubs as modified. Second - Georgia. Motion passed. Discussion
included a reminder that clubs need to notify the 4-H Office when they
decide to have a fund raiser. Also, some clubs need to file an SS-4
form and wanted information on that. Colleen said the document would be
sent to the leaders and account info would be emailed.
Achievement Days
‑ Discussed awarding the grand and reserve ribbons at the Awards
Banquet. It was decided that for some children who do not receive one
that it would cause hurt feelings. At Achievement Days a child could
find a private place and way to deal with the disappointment, but at the
banquet it would be too hurtful (again) and embarrassing. Cindy made a
motion: Premiums will be distributed at the Awards Banquet on
Oct 7, 2007 or mailed to those who don�t get them that day. Second -
Darcy. Motion passed. There was a lengthy discussion about the days and
times of Achievement Days. Darcy made a motion: Achievement Days are
July 13 and 14th with Friday being the day for judging
statics and Saturday for judging livestock. The exact times to be set
by the Ach Day Committee. Second - Cindy. It was recommended that
statics be judged from 1 - 6 P.M. so there was time for all to be judged
and for parents to bring their child after work. Pick-up of statics at
11 AM on Saturday was suggested so the softball players could still get
to their tournaments. It was recommended that the committee meet or
email by March 1st so early arrangements can be made.
Suggestions for judges are needed. It was suggested that the livestock
judging stay in Hankinson because of the moving and storing problem of
the cages and panels. The Horse Show is TBA. Committee members are:
Darcy, Sheree, Joan, Dennis, Dan Metzger, Karen, and Chairperson Julie
Wahler.
Award Forms -
Colleen went through the new Awards Form and explained each page.
Considerable discussion entailed. Cindy made a motion: Accept Awards
Form as presented. Second - Georgia. Motion passed. The changes to
the form will require amending the Constitution Bylaws to include youth
on the council and it was suggested that there be a limit of two votes
per club or family.
Awards Banquet
- The banquet is set for Oct 7, 2007. Location and time was discussed.
Cindy made a motion: The Mooreton Community Center will be booked if
the rent is under $50 for the Awards Banquet. Second - Mary. It was
suggested to have the banquet 1 - 4 PM. Darcy will check on the
availability of the Center or the church in Mooreton. Committee: Georgia,
Cindy and Chairperson Darcy.
ND Consumer
Decisions Making Team - Karen
reported that the team worked hard to raise money and competed well at
National Western Round-up.
Rummage Sale:
The rummage sale is tentatively set for May 4 and 5th.
Location was discussed. Committee: Mary Mauch, Lori Peplinski, Theresa
Olson, Karen Weber, and Chairperson Georgia Vosberg.
Raffle:
Raffle drawing will be May 17 at Communication Arts Contest. Committee:
Lori Peplinski, Georgia, Laurie Metzger, Julie, and Sheree.
New Business:
ND State Fair
funding letter ‑ Karen shared a
letter from the NDSF manager indicating that increased funding for premium
dollars have been requested because �We are aware that our premiums for
4-H, FFA, and open class competitions lag behind other State Fairs.�
Club Treasurer
Books - Clubs need to turn
their Treasurer Books into the 4-H Office for review at the end of year.
Clubs that haven�t are asked to do so now.
AG Trip
- The NDSU Ag Trip is set for April 14, 2007. Karen asked for tour
suggestions and the �Bug Man� and the new Fitness Center were mentioned.
All were encouraged to attend.
Equine Expo Trip -
Deb Knudson is arranging a
horse trip to the NDSU Horse Expo; the cost is $5 for entry fee and money
for food on the trip. The Minnesota Horse Expo is April 27, 28 and 29.
Family Fun and
Fitness Day- No date has been
set. Discussion about bowling and archery. Krista Foertsch volunteered
to help with gymnastics. Committee: Joan and Mary.
County Events
Calendar - Reviewed the dates
for upcoming county events with only Fun and Family Fitness Day and
Showcase undetermined. A suggestion of June 26 was made for Showcase.
